Pul asks Fadnavis to hand over Marnya Doye case to CBI

MUMBAI, Jun 04: Maharashtra Chief Minister Devendra Fadnavis has assured establishment of coordination cum redressal committee to address the grievances of northeast people. This assurance has come after Chief Minister Kalikho Pul met him on Saturday in Mumbai.

Fadnavis agreed to the proposal for a committee, which would be headed by an officer of northeast origin under the Maharashtra government. The committee would also work in close coordination with the northeast diaspora in Mumbai.

Meanwhile, Pul has requested the Maharashtra government for a free and fair investigation into the death of Marnya Doye, who died under mysterious circumstances on April 26 last in Raigad district of Maharashtra.

Pul requested that the case of Late Doye be investigated by CBI.

"There is a fear and suspicion of foul play in her death by her family and some facts have come to light that suggests that Doye may have been a victim of murder," the CM told the Maharashtra Chief Minister.

"The incident has also created a sense of insecurity among people from Arunachal as well as from other States in the northeast. There are also apprehensions about the outcome of the investigations into the case, and its neutrality," Pul stressed.

Chief Minister Pul also raised the issue of Arunachal Bhavan at Navi Mumbai, which is facing notice for cancellation of allotment being issued by CIDCO.

He requested the Maharashtra CM for consideration of Arunachal's case sympathetically, as a number of patients coming to Mumbai, as well as a large number of students, desperately needed the accommodation at the premises.

CM Pul also requested for an additional plot in Mumbai to which the Maharashtra CM agreed to allot a plot of land near the Chhattisgarh government plot, for creation of a new Deputy Resident Commissioner's establishment.

Further stressing on confidence building measures, Pul said that the two states of Arunachal and Maharashtra has seen an increase in visitors exchange and time has now come for the states to acknowledge these visits.

To boost such exchanges, CM Pul said that the proposed Liaison Office of the Govt of Arunachal Pradesh at Mumbai, which will be supervised by an officer of the rank of Deputy Resident Commissioner will not only be useful for our people who come here for education and healthcare, but it will also be of help to tourists and people on business trips for getting information about Arunachal as well as to get the Inner Line Permit (ILP) that is required for travel in our State, CM Pul stressed.

Further CM Pul extended his invitation to his Maharashtra counterpart to which Fadnavis agreed to visit Arunachal positively in later half of this year.

HC quashes no confidence motion against Tirap ZPC

ITANAGAR, Jun 04: The Itanagar Permanent Bench of Guwahati High Court, Naharlagun has quashed the impugned notice of no confidence issued by Member Secretary of Tirap Zilla Parishad against Tirap District Zilla Parishad Chairperson Chawang Lowang.

Earlier, Chawang Lowang had challenged the impugned notice issued against him under Article 226 of the Constitution of India before Justice Indira Shah on May 16, 2016 alleging that the notice was issued in violation of section 63 (I) of the Arunachal Pradesh Panchayati Raj Act, 1997.

After hearing both the parties and going through the facts and prima facie, the High Court had stayed the operation of the impugned ‘No Confidential Motion’ notice of dated 10.05.2016 for two weeks.

Later, the private respondents Sontung Bangsia, ZPM-Khela Lamsa Anchal Block, Lengang Lowang, ZPM, Khonsa Anchal block and Ngamche Kamhoa (ZPM), Dadam Anchal block have filed an interlocutory application for vacation of the interim order claiming that the ‘No Confidence Motion” was already moved and completed on 16.05.2016 where Sontung Bangsia was elected as new Zilla Parsihad Chairperson of Tirap Zilla Parishad after they merged from INC into PPA on 30.04.2016.

After hearing from the parties, the Court of Justice Indira Shah without entering into the merit of the case disposed it of by setting aside the impugned notice of no confidence motion of dated 16.05.2016 as the court observed that it was not issued in terms of section 63(1) of Arunachal Pradesh Panchayat Raj Act, 1997.

ATA disappointed over slow progress in Kali Bulo murder case

ITANAGAR, Jun 04: The Arunachal Teachers Association (ATA) has expressed disappointment over slow progress of investigation into Kali Bulo murder case.

Painfully, there has been no progress in the investigation into the murder case. Police are still clueless even after almost a year to the incident, ATA said annoyed by the investigating team’s failure to nab the culprit.

Kali Bulo, an Assistant Teacher of Govt. Higher Secondary School Mechuka, was murdered on August 5, 2015 at his Govt. quarter.

ATA also expressed displeasure over the West Siang district unit of ATA’s alleged lukewarm response to the case.

A central team of ATA, who met the mother and relatives of the deceased at Popunallah assured its all help in delivering justice to the victim.

ATA also criticized the state government for delaying in the payment of ex-gratia to the victim’s family. ATA strongly urged the government as well as concern department to provide job to one eligible member of the family of the deceased on compassionate ground.

The Central ATA team noted that crime against teachers is increasing at alarming rate and the negligence shown by the police in delivering justice has really pained the teaching fraternity.

ATA also cited the example of Lt Methew Dabi’s case, who was also allegedly murdered during the last assembly election at East Siang.

“In this case too, the investigation team has not been able to make any headway,” said ATA. It promised to take up the issue of crime against on teachers very seriously.

Governor calls for use of renewable energy sources to protect environment

ITANAGAR, Jun 04: Governor JP Rajkhowa called for using renewable energy sources instead of firewood to protect the environment.

Let the Government and people of our beautiful State join hands together to promote and use renewable energy sources, like solar energy, biogas, LPG, wind power, hydropower on selective basis instead of firewood which directly affects our forest wealth, said the governor in his message to the people of the state on the eve of World Environment Day.

Expressing his concern over rapid deforestation activities contributing to global warming, the Governor appealed to plant more and more trees to preserve and protect the nature-gifted pristine green environment.

To address the global warming and for a healthy climate, the people have to preserve the greeneries, the rivers, springs, the hills and the valleys, the flora, fauna and wildlife, Rajkhowa said.

He hoped the occasion will create more awareness on the importance of green environment, its flora, fauna and wildlife.

The indigenous communities, which have healthily co-existence with nature since time immemorial, need to continue the excellent traditions of balanced developmental process enriching the gifts of nature.

He hoped the Department of Environment and Forest will strive for creating more awareness to preserve, protect and promote the bio-diversity and serene environment in everyone’s interest. PRO to Governor

Lohit administration to observe car/vehicle free day

TEZU, Jun 04: Lohit District Administration has decided to observe one-day car/vehicle free day every month to maintain pollution free environment in and around Tezu township as well as to minimise the departmental expenditure.

Accordingly, the first car/ vehicle free day will be observed on June 7 marking the World Environment Day/ Week and thereafter every 7th of the month or next day if it is a holiday.

A release stated that with the help and co-operation of every government officer and staff from all departments of Tezu, a benchmark will be established to be followed by others.

Requesting all the government employees to observe the one-day car/vehicle free day on 7th day of every month by using bicycle or taking a walk, Lohit Deputy Commissioner, Danish Ashraf added that it would help them to be physically fit as well as maintain clean and hygienic atmosphere surrounding while government expenditure on POL items.

However, for those with health issues and distance, the car free day has been relaxed as per their convenience. Government servants and women officials who are unable to ride bicycle and walk due to health problems may perform their duties as usual, a circular issued by the DC read.

Further, government servants who are coming to perform duty beyond a radius of 5kms of Tezu township area have been relaxed from following the vehicle free day. The government servants engaged on emergency duty on the day of free car/vehicle day may use their vehicles. Magistrates and police department are exempted from free car/vehicle day. Power shutdown in Upper Subansiri

DAPORIJO, Jun 04: Upper Subansiri district is reeling under darkness due to complete shutdown of power supply in the district since last two days.

People of the district across various circles including Daporijo town are facing all sorts of problem while the summer heat is rising day by day. All electrical appliances and devices have been rendered useless with no invertors or mobile phone working.

The Power department is making all efforts in detecting and repairing the technical problem. Reportedly, the supply line was found disconnected along the Raga-Ziro road.

Further, heavy rainfall and wind on Saturday evening have caused damages to many houses in Daporijo township. CGI sheets from house roofs were blown away and drains were damaged in many colonies due to over flowing water which also entered into houses.

RK Sarada Mission School gets new Indoor stadium

KHONSA, Jun 4: State Legislative Assembly Speaker, Wangki Lowang inaugurated an indoor stadium at Ramakrishna Sarada Mission School, here on Saturday amidst a huge gathering.

In his inaugural address, the Speaker hoped that the Sports Authority of India (SAI), funded indoor stadium would provide impetus to the students to hone their skills in different games and sports. He further urged the students to accord equal priority to both sports and academics.

The Speaker, while lauding the stupendous success of two former students of the school, Chazat Lowang and Kampu Duyu in the UPSC-2015, asked the students to emulate their examples and bring laurels to the state by striving harder to out-shine the two achievers. He also lauded the Matajis, teachers and students on achieving brilliant academic results in this year's CBSE examination.

He also assured to further improve the indoor stadium by laying wooden floor and mooted to build a statue of the first Secretary Mataji who opened the school as a mark of respect and tribute to her. As a goodwill gesture the Speaker also donated some amount each to the senior teachers who had been continuously serving the institution since early 70s from his side.

While lauding the selfless services of the senior teachers since the inception of the institution in early 70s, the senior Mataji from Kolkata urged the teachers to recognize the inherent talents of the students.

Tirap DC, Ravi Jha also spoke on the occasion.

Later, on the same day, while interacting with the DC and HoDs in the DC's conference hall, the Speaker said that the people's representatives and the HoDs must work in close coordination in the larger interest of the district and said that he was ready to impress upon the state government vis-a-vis developmental initiatives and problems if any of the various government departments working in the district. He sought useful inputs for improvement of the newly upgraded independent ADC headquarters at Deomali and asked the State Transport department to place a bus for Deomali to Soha route immediately.

The DC and HoDs while participating in the deliberation apprised the Speaker on various problems being faced by most of the departments in the district. (DIPRO)

Mass social service conducted as part of Anti-Malaria campaign

ROING, Jun 4: A mass social service was conducted in all government offices, Bazaar areas and villages here on Saturday as a part of the Anti-Malaria month campaign.

It was organized by the Lower Dibang Valley, department of Health & Family Welfare under the guidance of Roing DC-cum-Chairman, District Health Society, Ravi Dhawan, DMO-cum-Vice Chairman, DHS, Dr. D Wange and Vertical Programme Officer, Dr. Nakong Yirang.

During the programme, Dr. D Wange informed that during monsoon and post monsoon season, the breeding of vector mosquitoes responsible for transmission of malaria and other vector-borne diseases like Dengue, Japanese Encephalitis, etc increased considerably due to collection of rain water everywhere. He further said that the month-long anti-malaria campaign is observed to enhance the level of awareness in community about malaria and other vector- borne diseases.

Vertical Programme Officer, Dr. Nakong Yirang also briefed on topics like causes of malaria transmission and its precaution and using of blood slide collected from the person suffering from fever and its prompt treatment by adequate doses.

Informing that mass awareness campaigns were also conducted in various villages in Roing and Dambuk sub-division for prevention of vector-borne diseases, Dr. Yirang appealed to all the PRI members and stakeholder to create awareness amongst the villagers about malaria and its precautions.

The campaign was supported by all heads of institutions/schools, Panchayat leaders, secretary Bazaar Committee and villagers. (DIPRO)

Dalai Lama’s birthday celebration

ITANAGAR, Jun 04: The Core Group for Tibetan Cause in collaboration with Aurobindo Ashram and Asian Confluence, Shillong has decided to celebrate the 81st Birthday of His Holiness the 14th Dalai Lama on July 6 in Shillong, Meghalaya.

This is for the first time Dalai Lama’s birthday is being celebrated publicly in north eastern region.

The day-long celebration will includes speeches on peace and environment of Himalaya region by imminent speakers from the country, photo exhibition on life of Dalai Lama, cultural show by the Tibetan artists settled in different parts of the north east region and Indian cultural troupes.

In order to make the celebration a grand success, a meeting was held at Shillong on June 3 under the chairmanship of former MP RK Khrimey, National Convener, Core Group for Tibetan Cause India.

The Core Group for Tibetan Cause is an apex coordinating body of national level for the cause of Tibetan and Tibet freedom.

Awareness prog on forest and wildlife

ITANAGAR, Jun 4: A general public awareness campaign on the importance of preservation and protection of forest and wildlife was organized at Jami Jate village area in between Itanagar and Naharlagun by All Arunachal Pradesh Rural Area Students’ Union (AAPRASU) in collaboration with Forest and Wildlife Department, Naharlagun on June 3.

Addressing the gathering, the secretary of AAPRASU Tam Salak appealed them to protect and conserve wildlife and forest resources.

He also spoke about negative impacts of forest fires on ecology and environment and appealed to the public leaders, students and everyone present to assist the department of environment and forests in controlling forest fires.

Awareness campaign was attended by the officers and staff of forest and environment department, teachers, panchayat leaders, village council members and GBs of the village.

ITANAGAR, June 4: The All Arunachal Pradesh Workers’ Union has mourned the demise of its senior member Hage Tara who passed away recently at R K Mission Hospital here after prolonged illness. In respect of the departed soul, AAPWU offices across the state will remain closed for a day, on June 6 next.

Late Hage Tara, who served as working president, chief advisor among other important portfolios, was a WI, grade-I (T/C) under DCA, PWD, Itanagar. Born on October 11, 1959, he is survived by his wife, three sons and two daughters.

AAPWU prayed for the eternal peace of the departed soul and offered condolences to the bereaved family members.

ATC defeat ADC in opening match of Dree Football Tournament

ITANAGAR, Jun 4: Achie Takar Club (ATC) beat Ayo Danyi Club (ADC) 4-1 in the opening match of the Pasighat Dree Football Tournament-2016 at JNC College playground on Saturday.

Michi Tachang scored the first goal for the winning team in 17th minute. Other scorers of the team were Michi Gyati, Dusu Pugang and Narandey.

The consolation goal for ADC was scored by Nada Apa.

Earlier, in Volleyball match, Ato Piilo Club (APC) stunned renowned PHCF Club in 2-0 set (25:19), (25:19).

APC will meet PHCFC in football and ATC will meet ADC in Volleyball matches on Sunday.

The tournament is organized by Dree Festival Committee, Pasighat.

This year, four clubs --Achi Takar Club (ATC), Ayo Danyi Club (ADC), Ato Piila Club (APC) and PHC Football Club (PHCFC) are taking part in both Football and Volleyball tournaments.

Under-17 Subroto Champions felicitated

Ziro, Jun 4: The Under-17 Subroto Champions, Hija Government Higher Secondary School, Football Club was felicitated on Saturday in a function organised by the people of Hija Village at the school premises.

Attending the programme, MLA Ziro-Hapoli, Tage Taki said that it was a proud moment for the entire Ziro Valley that the players from this little known village will represent the state in the 57th International Subroto Football Championships to be held in Delhi in September. With hardly two months time for preparations, the players will have to mentally and physically gear up for the game. The MLA suggested all the players to practice Yoga and meditation to discipline the mind. We will be proud if the team wins the fair play trophy, because being disciplined in the midst of the adrenaline rush is an achievement unspeakable."

DDSE, Gomo Kato while speaking on the occasion congratulated the team and also lauded the unified efforts of the people of Ziro valley in promoting the game. "You may not win the international championship, but win the hearts of the people of Delhi. Be disciplined and bring laurels to the state", he added. He also advised the students to pay attention to their studies along with football. While handing over the new guidelines of the game to the Principal Government Higher Secondary School, Hija, the DDSE stressed on ensuring the age of the players to be under 17 to avoid any complications later.

Awareness programme on Dengue held

ITANAGAR, Jun 4: The two days intensive awareness/ sensitization programme on Dengue was organised by the District Administration in collaboration with District Vector Borne Disease Control Programme (DVBDCP) with the assistance of Itanagar Municipal Council and Panchayat Raj on June 3 and 4 at various locations of Capital Complex.

The chances of Dengue larvae posing an outbreak of the disease has been detected as per an entomological survey conducted recently at various locations within Capital Complex.

During the two days awareness programme, Resource persons DVBDCP Officer, Dr. Aruna Tana Likha and Zonal Malaria Officer, Dr. K Lombi along with a team of experts briefed the public regarding various causes of Dengue, its symptoms and prevention, potential breeding places with stagnant waters like tyres, flower pots, container filled with stagnant water etc.

The resource persons informed that as there is no proper treatment and medicine for Dengue, the only solution is prevention and that is to keep the surrounding without any stagnant water. As Dengue mosquitoes can fly up to 400 metres, we should ensure to keep the entire locality clean, added the resource persons.

Itanagar Capital Complex, Deputy Commissioner, Sandeep Kumar Singh participating in the awareness programme informed that Dengue cannot be prevented by the efforts of the department alone rather it needs community participation that is awareness within the colonies, schools, market areas etc. and urged upon all the participants to keep their surrounding clean to prevent the spread of Dengue in the locality.

During the awareness campaign, the DC accompanied by the Chief Municipal Executive Officer, Habung Lampung and DMO Yupia, Dr. S Ronya inspected some potential breeding places like Tyre shops and

residential colonies where they found various Dengue mosquitoes breeding especially in the Tyres that have stagnant waters. The DC asked the Tyre shops to ensure there are no stagnant waters in the tyres and further informed that Executive Order in this regard will soon be issued to prevent the Dengue. He also informed that more awareness campaigns will be organised in the days to come after coordination meeting with various stakeholders like Municipality and Panchayat Raj. DIPRO

SLSC trounce ASSA- 4-0; DSC and HSC draw

ZIRO, Jun 4: First match of the day two of the 49th Dree Football Tournament was played between Sojang Lapang Sports Club (SLSC) and All Salang Sports Association (ASSA) here at Dree Ground, Ziro on Saturday. With the hat-trick goals from Mihin Pullo and an additional score from Tage Tagyung, SLSC defeated ASSA by 4-0 goals.

The second match of the day was played between Diibo Sports Club (DSC) and Hari Sports Club (HSC). Although the frequency of attacks and counter attacks was very high but neither team could materialize any goal until 20th minute when Landi Millo netted the first goal for HSC. Despite intermittent rain, the climax of the match prevailed to keep supporters of both the team lively all through. DSC fought hard to equalize the score but first half ended with 1-0 goal.

In the second half, Koj Tarung of DSC equalized the score in the 53th minute and the match ended 1-1. Local MLA Ziro-Hapoli, who is also the Chairman of Central Dree Festival Committee, witnessed the match along with the hordes of supporters.

Minor charred to death, Governor, CM shocked

ITANAGAR, Jun 4: A minor girl was charred to death in a fire accident that broke out in a house at medical Colony, Basar on Saturday morning.

The deceased has been identified as Kristina Yasak Tati.

Expressing serious concern repeated incidents of fire accidents involving deaths, Governor JP Rajkhowa and Chief Minister Kalikho Pul have once again appealed to the people to be more cautious while handling fire, inflammable materials, and take all precautionary measures to avoid such incidents.

Pul announced an ex-gratia relief of Rs 4 lakh to the next of kin of the deceased and Rs 1,01,900 to those families, whose houses were burnt down as per the norm. Pul instructed the Deputy Commissioner to immediately initiate the process.

Check durability of vehicles: Governor

ITANAGAR, Jun 4: Arunachal Pradesh Governor, JP Rajkhowa has expressed shock and grief over the loss of lives due to a vehicular accident on the Margherita-Changlang Road on Jun 3 last.

Condoling the death of six persons and praying for early recovery of the injured ones, the Governor has called for proper motor vehicle checking of public carrier vehicles by the respective district administrations through the transport department, before and after the renewal of licences of those vehicles.

Stating that many road-unworthy vehicles are currently plying on the road, the Governor further called for surprise motor vehicle checks by the police.

Chief Minister Kalikho Pul was also saddened by the deaths of 6 people in a motor vehicle accident at Changlang district. The accident occurred when a truck carrying tea leaves and labourers fell into a deep gorge. 13 persons were also injured in the accident.

Pul appealed to the people of the state to follow traffic rules while driving, avoid rash driving and also to make regular maintenance of vehicles to avoid accidents due to mechanical failures.
